US Approves $2.1 Billion Sale of 500 Patriot Missiles to Ukraine

Washington, D.C. (Terror Monitor) — The United States has approved a proposed $2.1 billion sale of 500 advanced Patriot PAC-3 air defense interceptor missiles to Ukraine, in a significant move to strengthen Kyiv's ability to defend against Russian ballistic missile attacks. However, the missiles are not expected to be delivered until the early 2030s, raising concerns over Ukraine's ability to protect its cities and critical infrastructure in the coming months.

The US State Department announced the approval on Friday, October 30, confirming that the proposed foreign military sale includes 500 Patriot Advanced Capability-3 (PAC-3) interceptors, along with spare parts, logistical arrangements and technical support.

According to Reuters, the missiles have not yet been manufactured, and two sources familiar with the arrangement said deliveries are unlikely to begin before the early 2030s.

The approval represents one of the most significant decisions to supply Ukraine with defensive weapons since President Donald Trump's second administration took office. It comes as Kyiv faces growing pressure to replenish its air defense stocks amid intensified Russian missile and drone attacks.

Canada, Germany and Norway to finance the purchase

The $2.1 billion purchase will be financed through contributions from Canada, Germany and Norway, alongside Ukrainian national funds supported by the European Union's Ukraine Support Loan programme.

According to the US State Department, the allied contributions will be channelled through the US JUMPSTART programme, which facilitates the procurement of American military equipment for Ukraine.

The department stressed that no US government funds would be used to finance the purchase.

Lockheed Martin, the American defense and aerospace company, will serve as the principal contractor responsible for manufacturing and supplying the missiles.

The proposed sale also includes spare parts and logistical and programme support required to maintain Ukraine's existing Patriot air defense capabilities.

Zelensky urges Washington to accelerate deliveries

Ukrainian President Volodymyr Zelensky welcomed the American decision but warned that the lengthy production and delivery schedule would not address Ukraine's immediate air defense requirements.

Zelensky said Ukraine needed Patriot interceptors urgently to counter Russian ballistic missile attacks and called on Washington and its European partners to provide missiles from existing stockpiles rather than waiting several years for newly manufactured weapons.

In his appeal, the Ukrainian president urged the United States to find an immediate solution to the shortage of PAC-3 interceptors, warning that Ukraine could not afford to wait until the early 2030s for essential defensive ammunition.

He also called for greater coordination with European allies to ensure that available missiles could be transferred to Ukraine while replacement supplies were being manufactured.

According to CBS News and CNN, Zelensky has warned that Ukraine's available Patriot ammunition has become critically depleted as Russia intensifies attacks on Ukrainian cities and energy infrastructure.

Ukraine accuses Pentagon of delaying military supplies

The approval comes amid growing tensions between Washington and Kyiv over the pace of American military assistance.

Zelensky previously said Ukraine had been waiting nearly a month for Washington to authorize the delivery of critical air defense ammunition, despite the growing threat from Russian missile attacks.

The Ukrainian government has repeatedly urged the Pentagon to accelerate the transfer of weapons purchased by NATO allies and other international partners.

Reuters reported that delayed deliveries have added to tensions following Trump's announcement of a diesel-related agreement with Russia and his criticism of Zelensky over Ukraine's continued attacks on Russian oil refineries.

The disagreements have raised questions about the future pace of American military support for Ukraine, particularly as the country enters another winter under sustained Russian aerial bombardment.
