CIA Chief John Ratcliffe Makes Unannounced Moscow Visit as Trump Says Talks Could Produce Results

Washington (Terror Monitor) — CIA Director John Ratcliffe made an unannounced visit to Moscow on Tuesday for talks with Russian intelligence officials, in a rare high-level contact between U.S. and Russian security agencies since Moscow launched its full-scale invasion of Ukraine in 2022.

U.S. President Donald Trump confirmed that contacts had taken place between American and Russian intelligence officials and suggested that the meeting could produce a positive outcome, while reiterating that Washington wants to see an end to the war in Ukraine.

The exact purpose of Ratcliffe’s visit and the subjects discussed during his meetings have not been publicly disclosed.

Ratcliffe arrived in the Russian capital aboard a U.S. military aircraft on Tuesday morning and left Moscow only a few hours later. The visit had not been announced in advance by the White House, CIA or Pentagon.

Flight-tracking data indicated that a large U.S. military aircraft traveled from the United States via Riga, Latvia, before landing in Moscow. According to FlightRadar Institute data, the aircraft departed Riga and reached the Russian capital roughly two hours later.

The brief and highly unusual visit has prompted speculation over whether Washington and Moscow are using intelligence channels to explore possible avenues for reducing tensions or advancing discussions related to the Ukraine war.

Trump Says Talks Could Produce Results

Trump did not provide details about the discussions between Ratcliffe and his Russian counterparts but described the contact as potentially significant.

He said the United States wants to see the war in Ukraine come to an end and suggested that the intelligence-level engagement could lead to a result.

The president did not say whether the talks were directly related to negotiations between Russia and Ukraine, nor did he indicate whether any agreement or specific proposal had emerged from the meeting.

Kremlin Confirms Intelligence Contacts

The Kremlin confirmed that contacts took place between U.S. and Russian intelligence officials during Ratcliffe’s visit but said the CIA director did not meet Russian President Vladimir Putin.

Kremlin spokesman Dmitry Peskov told reporters that there had been communication with Russia’s intelligence services but declined to provide details about the meetings.

Asked whether Putin had been informed about Ratcliffe’s visit and his contacts with Russian intelligence officials, Peskov said the Russian president is routinely informed about developments.

However, he specifically ruled out a meeting between Putin and Ratcliffe.

Peskov also faced questions from journalists, including BBC Russian affairs editor Steve Rosenberg, about the level and nature of the discussions. The Kremlin spokesman declined to elaborate.
